Main Responsibilities of the Administration of Industry and Commerce of GuangZhou Municipality:
1. Carrying out the State laws, regulations, general and specific policies concerning the administration of industry and commerce, drawing up and carrying out the local laws, regulations and policies concerning the municipal administration of industry and commerce.
2. Checking and ratifying the qualification of the main body of market; approving and deciding the names of registered units; issuing certificates to various approved economic organizations, exercising supervision and administration in conformity with laws.
3. Standardizing market competition and transaction, supervising the quality of products in the process of circulation, exercising supervision and administrative penalty over the market, administering upon agents and agent organizations, fighting illegal activities such as smuggling and sale of smuggled goods, producing and selling counterfeit and substandard products, pyramid selling and disguised pyramid sales as well as other types of economic crimes in accordance with law.
4. Protecting the legal rights and interests of the consumers by investigating and giving due punishment to various acts that are against the legal rights and interests of the consumers.
5. Dealing with the registration of mortgage chattels, as well as the supervision of auction and various contract work including investigating fraud and other illegal acts related to contract; being responsible for the register of chattel mortgage and the supervision over related auction.
6. Administering upon the registration of trademarks, as well as the recommendation, selection and identification of famous trademarks; safeguarding the exclusive right to registered trademarks by dealing with infringement act of trademarks; exercising supervision and administration over the printing of trademarks and trademark agencies.
7. Administering upon advertising campaigns and advertisement operations by dealing with all kinds of advertising in violation of laws and regulations.
8. Dealing with Party life and consolidation, professional performance, administrative and personnel affairs, financial management, discipline inspection and supervision and many other issues of the whole system.
9. Providing guidance for activities organized by its subordinate institutions and relevant associations, societies, consumers’ committee and other organizations.
10. Fulfilling other tasks assigned by Guangzhou municipal government and the Administrations of Industry and Commerce at higher levels.
