Main Responsibilities of the Administration of Press, Publication, Radio and Television of GuangZhou Municipality (Copyright Bureau of Guangzhou Municipality):

1. Carrying out the guidelines, policies, laws, rules and regulations concerning the press, publication, radio, television and copyright, which are formulated by the central, provincial and municipal governments; drawing up and implementing the local regulations and management measures; supervising and examining the implementation of these rules and regulations and management measures.

2. Working out annual, medium- and long-term plans for the development of the press, publication, radio and television industry, and giving guidance on the implementation of the plans.）

3. Being responsible for the verification of the establishment of publishing units in charge of publishing books, audio-visual products, electronic readings, newspapers, journals and magazines, the verification of the establishment of units engaged in the wholesale of books and newspapers, and the verification of the replication of cassettes, videos and electronic readings; establishing the correspondents station in Guangzhou in charge of checking the identities of the correspondents and registering their arrivals.

4. Being responsible for the alteration of the pages of municipal newspapers and the publishing periods, and the alteration of the formats of municipal magazines and the publishing periods; taking charge of the supervision, management, and annual verification of the public newspapers, magazines, and the internal serial publications; taking responsibilities for the issuance of printing permit for the one-off internal publications, for reading and evaluating the publications, and grasping the orientation of the public opinion; and for the investigation and prosecution of the illegal publishing and propagating activities.

5. Managing the market of books, journals, magazines, audio-visual products and electronic publications with departments concerned, together; drawing up and carrying out measures to manage the publication market, and taking responsibility for the campaign against porn; examining, approving and managing the operation of audio-visual products, and taking charge of the management of the issuance of books, newspapers and magazines and of the wholesale, retail and renting of the electronic publications; examining and approving the operating permit for audio-visual products, and checking the retailing permit for electronic publications; assuming the appraisal of illegal publications in the governing area; examining and approving the local or professional books exhibitions.

6. Supervising and managing the printing industry together with other departments concerned, taking charge of the verification of the business starting, the annual verification, and the verification of the printed materials (publications or printings) supplied by overseas publishers, investigating and prosecuting the illegal printing behaviours according to law.

7. Carrying out the guidelines and policies on radio and television formulated by the chinese Communist Party and governments, assisting the publishing departments under the Party committee in grasping the orientation of the public opinion, censoring the radio and television programmes, and guiding, supervising and coordinating the city-wide radio and television publishing work; supervising and managing the recording of the radio and television programmes and satellite television programmes, and broadcasting the radio and television programmes and movies via the information network; examining and approving the live radio and television programmes in which the masses participate and the receiving of the domestic and overseas satellite television programmes.

8. Investigating and approving the establishment and abolition of the radio and television broadcasting organizations (including transmitting organizations) and the producing institutions of radio and television programmes and movies in the towns, prefectural-grade cities and districts; censoring the contents and quality of TV series and other programmes broadcast on the radio and television; investigating and approving the issuance and cancellation of the permits for producing, playing and distributing the TV series; censoring the contents and quality of the radio and television programmes transmitted via the information network and issuing the relevant permits.

9. Managing and planning the scientific and technological work of the press, publication, radio and television industries; organizing and directing the research and exploitation of the high and new technology applicable to our system; investigating and approving the setting and alteration of the radio and television channels in the Guangzhou Municipality; organizing and managing the construction, maintenance, and development of the city-wide radio and television coverage network; taking responsibility for monitoring the city-wide radio and television programmes; ensuring the successful broadcasting of the radio and television programmes.

10. Taking charge of the copyright management; dealing with the relationship concerning the copyright of foreign countries; reconciling the disputes over copyright; managing and supervising the trade activities of copyright; taking responsibility for the administrative enforcement of the law on copyright; investigating and prosecuting the cases violating the copyright according to the relevant laws; offering some services, such as copyright consultation, copyright appraisal, etc.

11. Managing Guangzhou Television Station, Guangzhou Radio Station, Guangzhou Xinhua Bookstore and other units directly under the administration in accordance with the national regulations on the administration of profession; guiding and inspecting the work on press, publication, radio and television in the districts and prefectural-grade cities; directing the work of the organizations, such as the Publishers Association of Guangzhou, the Guangzhou Issuance Association of Books, Newspapers and Periodicals, the Guangzhou Software Industry Association and the Guangzhou Radio and Television Association.

12. Administering and guiding the exchange and cooperation of the work on press, publication, radio, television and copyright with foreign countries.

13. Taking charge of the title rating and training work of the technicians and professionals in the fields of publication, radio and television.

14. Performing any other duties as assigned by the municipal Party committee, the municipal government and the sectors of press, publication, radio and television at higher levels.
