Main Responsibilities of the Administration of Quality and Technology Supervision of GuangZhou Municipality
1. Publicizing, implementing and enforcing the relevant guidelines and policies, laws, rules and regulations formulated by the State on quality and technical supervision; drafting the municipal rules and regulations on standardization, measurement, quality inspection and safety supervision; directing and supervising the administrative enforcement within the system.
2. Taking responsibility for quality inspection and enforcement of laws; keeping supervision over the quality of products; managing the arbitral testing and appraisal over quality of the products; organizing and coordinating in the investigation and penalization of the illegal acts of producing and distributing fake and low-quality products in line with legal provisions.
3. Managing and supervising the quality of products from a macro perspective; organizing the enforcement of “Quality Invigoration Programme”; organizing and formulating the development strategies and plans to raise the quality of products; popularizing the advanced quality management experiences and methods; organizing surveys and analysis on the major accidents caused by inferior quality products, and on those caused by boilers, pressure vessels, pressure pipelines, special equipment accidents, and then making suggestions on disposal and rectification thereof.
4. Taking charge of the management of standardization; supervising the implementation of mandatory standards; popularizing the international and foreign advanced standards to direct the standardization work of the enterprises; managing the work of codes in the municipal institutions and organizations and barcodes.
5. Unifying the metrology management; implementing the public metrological standards; executing the national metrological systems; formulating local measuring standards; managing the transfer of metrological data; implementing the metrological modernization of industries; examining the enterprises’ measuring detection to guarantee proficiencies; standardizing and supervising the metrological practice of the quantity of products.
6. Taking responsibility for putting a record on the quality certification of products and all the certification and consultation institutions.
7. Integrating management on the safety inspection and supervision of boilers, pressure vessels, pressure pipes and special equipment accidents; formulating and carrying out the safety monitoring regulations on the boilers, pressure vessels, pressure pipes and special equipment accidents; taking charge of the assessment and promulgation of certificates to the people who work with boilers, pressure vessels, pressure pipes and special equipment.
8. Formulating and implementing the development program for quality and technique supervision; coordinating the quality and technical inspection work with the other industries; supervising and directing the quality and technical supervision work; leading the departments directly under the Bureau; instructing the work of the institutes and associations subordinate to the Bureau; managing the work on the anti-counterfeiting technical products.
9.Organizing and instructing publication, education, training and information collection concerning quality and technical inspection; arranging foreign exchanges of the quality and technical inspection system.
10. Managing the supervision and inspection work within the system.
11. Organizing, coordinating and directing the cracking down on inferior quality products and cooperating with the relevant departments, such as the Ministry of Industry and Commerce, the Medicine Department, the Sanitation Department, public security organs, procuratorial organs and people’s courts to impose severe sanctions on the fake quality products.
12. Processing other affairs designated by the municipal government and the quality and technical bureaus at higher levels.
