Main Responsibilities of the Administration of Sports of GuangZhou Municipality:
1. Implementing guidelines, laws, regulations and codes on sports formulated by governments at central, provincial and municipal levels; formulating and implementing local laws and regulations according to actual conditions of the city.
2. Drawing up and implementing overall plans and annual plans for the development of sports of Guangzhou.
3. Formulating and implementing requirements on operation and employment relating to sports affairs, and examining their implementing process; investigating, promoting and deepening the structural reform of sports.
4. Administering and providing macro-instructions to competitive sports; making overall plans for the establishment of sports events and the layout of strong games of the city; working out measures in the reform of competition and training system; organizing high-level training for the reserve talents and high-level athletes; providing the province and the country with qualified athletes; organizing municipal sports teams to participate in the competitions at provincial, municipal, and other higher levels.
5. Hosting big sports events entrusted by higher authorities and taking charge of the organization and arrangement of municipal sports events.
6. Directing sports work of all districts and county-level cities; guiding and cooperating with the Municipal Sports Federation and other departments concerned to develop sports activities; publicizing and providing instructions to the implements of the “All Sports Plan”.
7. Drawing up overall plans for the distribution of sporting facilities with administrations concerned; taking charge of the refunishment, construction, and development of affiliated sports stadiums and gymnasiums; developing sports industry and enhancing market management to it.
8. Cooperating and exchanging with sports administrations in HKSAR, MSAR and Taiwan; and providing instructions on foreign affairs on sports at governmental and non-governmental levels.
9. Formulating detailed plans and measures for the development of sporting science and technology; and directing scientific researches of sports and guiding the institutes of sports.
10. Publicizing the business of sports home and abroad; taking charge of the ideological work and ethical progress of athletes; formulating regulations on the management of athletic human resources, providing trainings for sports cadres and technical personnel, and further promoting the exchange of sports talents; controlling the budget, the statistics, the human resources, the wages and salary in the sports system; examining and verifying grades of sports professionals of the city; directing and examining the safety work and fire-prevention in stadiums and gymnasiums; and leading its affiliated units.
11. Undertaking other tasks assigned by the municipal government and sports departments at higher levels.
