Main Responsibilities of the Bureau of Agriculture of GuangZhou Municipality (Bureau of Marine and Fishery of Guangzhou Municipality):

1. Implementing and enforcing the policies, laws, rules and regulations by the central, provincial and municipal governments concerning rural economic development, township enterprise management, farms and marine resources administration. Formulating relevant rules and regulations in the light of the actual conditions in Guangzhou and organizing teams to make sure they are carried out to the letter. Organizing experts to formulate medium- and long-term program for rural economic development and maritime resources exploitation, and making plans to carry them out upon approval by the higher authorities.

2. Formulating policies for industrialized agricultural operations, providing guidance to adjust the industrialized agricultural structure, allocating rationally agricultural resources and improving the quality of agricultural products, so as to meet the demands of modern agricultural development. Drawing up policies on the prices of farm produce and agricultural production means and on financial subsidies to farmers.

3. Putting forward suggestions on deepening the rural economic restructuring across the city. Providing guidance to set up the system of non-government services in agricultural development, and to expand the collective and cooperative economic sectors of the rural economy. Guiding rural laborers to shift rationally to other industries. Providing guidance to the contracting for rural land and the management of rural collective properties. Supervising the work of lightening farmers’ burden and transferring farm lands’ right of use.

4. Formulating policies on the industrialization of agriculture and the development of agricultural products market system. Providing guidance to facilitate the circulation of agricultural products and their processing. Making predictions of the trend for agricultural development and, providing the latest information about the supply and demand of agricultural products and rural production means. Properly handling foreign-related agricultural and maritime administration affairs. Giving directions to promote international cooperation and exchanges in the field of agricultural development and farming technologies.

5. Being responsible for regional planning for agricultural resources, agriculture comprehensive development, eco-agriculture development and sustainable agricultural development; for the exploitation of farmland, waters, low-lying arable land, maritime and renewable rural resources; for preserving the ecological environment; and for protecting agricultural species, including wild plants and wild aquatic animals.

6. Formulating policies on agricultural and maritime education, scientific research, technique dissemination and technical staff training. Selecting key agricultural research projects and organizing technical staff to conduct experiments and disseminate advanced technologies. Providing guidance to go in for agricultural education and the development of agricultural occupation skills.

7. Drawing up technical standards for agricultural products, and providing guidance to set up the safety standard evaluation system. Conducting the quality control and certification of agricultural products and green food, and protecting the new agricultural plant species. Appraising and administering the quality of seeds, pesticides, veterinary pharmaceuticals, fishery medicines, feed or feed addictives and the like. Registering the products (both home produced and imported) of seeds, pesticides, veterinary pharmaceuticals, fishery medicines, fertilizers, and so on.

8. Being responsible for the management of domestic animals and poultry, the veterinary policy management and veterinary drug management. Taking the responsibility of the epidemic prevention and the quarantine of the animals and plants across the city. Monitoring, controlling and eradicating possible epidemics within the city of Guangzhou.

9. Supervising and administering the utilization of the sea waters authorized by the higher authorities. Coordinating the maritime development activities among various departments. Implementing the system of sea waters utilization license and the system of sea waters paid utilization in accordance with the relevant regulations. Exercising cruise control over the sea waters under the jurisdiction of Guangzhou municipal government. Exercising the rights of sea waters supervision, fishing boat inspection, fishery policies and fishing port inspection.

10. Formulating policies and measures to develop township enterprises, fishery and agriculture machinery and guiding the related work in this respect. Organizing human and material forces to help develop the economy in mountainous regions and poverty-stricken rural areas.

11. Properly handling the fund appropriated for the development of agriculture, the fund for the alleviation of poverty, the fund for the relief of disasters, the fund for the exploitation of maritime resources, the fund for the development of township enterprises and the special fund for the comprehensive development of agriculture in Guangzhou.

12. Administering the public institutions under the Bureau of Agriculture of Guangzhou Municipality and guiding the work of related social groups.

13. The chinese Communist Party Committee of the Bureau shall be responsible for the Party affairs in the enterprises and public institutions directly under the Bureau (excepting the administrative departments, the enterprises and public institutions directly under the old Agricultural Commission).

14. Undertaking other tasks entrusted by the CPC Guangzhou Committee, Municipal Government and the higher agriculture, maritime and fishery authorities.
