Main Responsibilities of the Bureau of Civil Affairs of GuangZhou Municipality:

1. Implementing and enforcing the policies, laws and regulations concerning civil affairs by the central and provincial governments. Drawing up relevant rules and regulations in accordance with the specific circumstances of the city, and working out programs for the promotion of the civil affairs in Guangzhou.

2. Registering and administering the city-wide social groups, and those of inter-districts and inter-county-level cities. Guiding the registration and administration of the social groups in the districts and county-level cities directly under the jurisdiction of the municipal government.

3. Registering and administering the privately-run, non-enterprise institutions directly under the municipal government. Guiding and supervising the registration and administration of the privately-run, non-enterprise institutions in the districts and county-level cities directly under the municipal government.

4. Supporting the army and providing benefits for families of servicemen and martyrs.  Examining and approving the honor of martyr. Being responsible for publicizing and commending the heroic deeds of revolutionary martyrs. Guiding the relevant institutions to provide special treatments to disabled servicemen and martyrs’ family members. Being responsible for erecting and managing monuments to revolutionary martyrs.

5. Resettling the retired veteran cadres, demobilized cadres and soldiers, retired staff members without military status, and other military staff transferred to civilian work units (including the armed police force). Supervising the construction and management of military supplies stations and sanatoriums. Guiding the training and employment of talents eligible for both military and civilian work.

6. Being responsible for the social welfare work, offering guidance to welfare institutions and organizations and, welfare-oriented enterprises and urban communities.

7. Organizing and coordinating the urban and rural relief work in times of disasters.  Receiving, distributing and managing the relief fund and supplies, and the donations received. Establishing and implementing the subsistence guarantee system for the urban and rural residents. Organizing and directing the work of helping the poor and assisting those in great distress.

8. Directing the urban and rural administrative organs at the grass root level. Guiding the election of the villagers’ committee to promote democracy in decision-making, management and supervision. Providing guidance to make villagers’ affairs open and transparent. Directing the work of the urban residents committee. Working out rules and regulations concerning community management; coordinating and making overall plans for this purpose.

9. Making and revising the plan for the city’s administrative district division. Examining and approving the establishment, dissolution, adjustment, re-naming, re-demarcation of districts (or cities at the county level) and towns, and the change of the seats of governments. Surveying and administering the demarcation lines between districts or cities (or cities at the county-level). Settling disputes on the demarcation of administrative districts.

10. Being responsible for the registration of marriage and abandoned babies. Providing guidance to marriage service organizations and matrimonial agencies. Being responsible for feeding, housing and repatriating tramps and beggars (who have no stable income, no legal guardianship and no working capacity), and directing the related institutions at various levels in their work in this regard.

11. Guaranteeing the interests of disadvantaged people, such as the old, the orphaned, the abandoned (babies or children) and the “five-guarantees” (refers to those peasants lacking working capacity and without any economic income, their life being supported by the collective with five guarantees: guarantee the food, clothes, housing, hospitalization, and funeral). Providing guidance to the work of guaranteeing the rights and interests of the disabled.

12. Introducing new funeral service and advocate the practice of cremation. Administering the work of the relevant institutions in this regard.

13. Being responsible for the issuance and administration of social welfare lottery tickets.

14. Being responsible for the planning and financial affairs for the program of municipal civil affairs. Directing and supervising the management of the operating expenses in this regard.

15. Undertaking tasks entrusted by Guangzhou Municipal Government and the higher civil affairs authorities.

    Hi,
    Does your bureau also grand divorce? I am a US citzen and married to a chinese citzen 2 years ago in Guangzhou. After my wife came to US, she only wants to get residence and do not meet up to the marriage agreement. I want to divorce her and need to find out where to get a
    divorce application before coming to Guangzhou to file the divorce.
