Main Responsibilities of the Bureau of Culture of GuangZhou Municipality:
1. Conducting the guidelines, policies and rules and regulations concerning culture and arts, which are formulated by the central, provincial and municipal governments, drawing up the local rules and regulations on cultural and artistic work and working out development plans and administration measures for cultural industry, coordinating and supervising the implementation thereof.
2. Managing the cultural and artistic industry, directing the reform of the cultural system, coordinating and directing the creation and production of the artistic works, supporting the forms of art and culture which are representative, demonstrative and experimental, and promoting the development of all kinds of artistic forms; administering the important municipal cultural and artistic activities in accordance with the respective functions of the institutions concerned.
3. Drawing up the policies on cultural industry, directing and coordinating the development of the industry; making an overall plan and guiding the management of the cultural activities.
4. Participating in planning and implementing the construction of the civic cultural infrastructure, taking responsibility for guiding the construction of the major civic public cultural infrastructure, and directing the cultural scientific work.
5. Directing and managing the cultural work in the society; guiding the operation of the public libraries.
6. Supervising and managing the markets of films, performance, antiques, arts and crafts as well as entertainment.
7. Taking responsibility for coordinating, directing and supervising the protection of cities of historic interest.
8. Managing affairs concerning the antiques and museums; examining, approving, guiding and supervising the protection, salvage, excavation and exploitation of the antiques within limits of authority.
9. Taking charge of the cultural exchange with foreign countries, and with Hong Kong Special Administrative Region, Macau Special Administrative Region and Taiwan district as well.
10. Directing the artistic education, and making an overall plan on the cultivation of talents in the field of culture, arts, library science, antiques and museology.
11. Guiding the work of the units directly subordinate to the Bureau of Culture of Guangzhou Municipality.
12. Guiding the cultural work of the local governments at district and county levels.
13. Undertaking other activities commissioned by the municipal Party committee, the municipal government and the cultural bureaus at higher levels.
