Main responsibilities of the Bureau of Education of GuangZhou Municipality:
1. Implementing guidelines, polices, laws and regulations from the government at all levels concerning education development; drafting and implementing laws, regulations and policies concerning education development in line with local reality.
2. Drawing up strategies and annual plans for education development; and outlining targets, priorities, structure, and stages of education development and coordinating their implementation.
3. Managing the funding for education of municipal level; monitoring the allocation of education funds in districts and county-level cities; directing the capital construction of schools; coordinating the allocation of teaching equipments and facilities in schools; directing the internal auditing in the educational departments of Guangzhou; and conducting auditing of the economic activities of the subordinate departments of the administration.
4. Deploying the educational work of Guangzhou; managing pre-school education, preliminary education, vocational education, adult education and higher education; providing guidance to schools for their reforms in pedagogy, school management; and managing the work of school recruitment and school entrance examinations in Guangzhou.
5. Planning and coordinating the work on scientific research, publicity of science; organizing and providing guidance in educational and pedagogical research to the research institutes and schools; organizing and coordinating the IT application in education system; and providing guidance to the schools for conducting work-study program and school-run business.
6. Supervising, directing and evaluating the education work of governments and education administrations of lower levels.
7. Providing guidance to the schools of all levels in Guangzhou on political education, morality education, education of national defense, sports and public health education and artistic development; and providing guidance to the security maintenance and comprehensive management of schools.
8. Managing the work on teachers in Guangzhou; implementing the practice of verifying professional qualification of teachers; and enhancing the reforms in the personnel system of schools.
9. Leading the departments and institutes that are directly attached to the administration; and providing guidance to the supervision in discipline and administration of the education systems of Guangzhou.
10. Providing guidance to the local education departments in their exchanges and cooperation with their counterparts from foreign countries, Hong Kong SAR, Macao SAR and Taiwan; and encouraging the use of nationally-standardized language and characters in Guangzhou.
11. Entrusting work of party construction and cadre management to the CPC central committee of the Bureau of Education of Guangzhou Municipality.
12. Undertaking other tasks assigned by the CPC Guangzhou Committee, Guangzhou Municipal Government and educational departments at higher levels.
