Main responsibilities of the Bureau of Environmental Protection of GuangZhou Municipality:
1. Executing the State, provincial and municipal laws, policies, regulations and standards for environmental protection; formulating and implementing municipal rules, regulations and standards for environmental protection.
2. Drawing up plans for environmental protection and plans for the dividing environment functions; supervising pollution prevention and ecological protection in key areas and key rivers fixed by central, provincial or municipal government; participating in formulating the outline of the municipal sustainable development.
3. Supervising and managing pollution prevention of water, air, gas, noise, solid waste and poisonous chemicals in Guangzhou, as well as pollution prevention in floating sources (automobiles, boats and aircrafts); investigating and handling pollution accidents and ecological destruction accidents; coordinating and settling disputes in environmental pollution; inspecting the enforcement of administrative laws on environmental protection. Coordinating and supervising marine environmental protection.
4. Supervising the exploitation of natural resources, which are influential to eco-system, and the important eco-system recovering and building projects; supervising the environmental protection in all types of nature preservation zones, scenic spots and forest parks; supervising the protection of organism diversity and wetland environment; organizing to supervise the protection of the ecology preservation zone and the nature preservation zone; coordinating and supervising the protection of agricultural ecology and the construction of demonstration zones (village, town and farm) for ecological protection.
5. Drawing up term objectives of environmental protection entrusted by the municipal government, coordinating and instructing the implementation of the objectives in district and county government and in relative departments.
6. Evaluating the environmental impacts of major economic and technological policies and development plan; executing the evaluation system of environmental effect of construction projects and the “three simultaneities” system of pollution prevention.
7. Organizing, inspecting and instructing the collection, management and utilization of drainage fee; drawing up municipal protective capital budget with related departments and supervising and managing municipal pollution prevention capital.
8. Formulating and supervising the enforcement of environmental protection technology policy and technology regulation; organizing scientific research in environmental protection and extending demonstration projects of applied technology; authenticating municipal environment management systems and environment hallmarks; approving endowment of environmental protection.; organizing the exchange and cooperation with foreign environmental protection organizations.
9. Supervising and monitoring environment, and managing environment statistics and information; drawing up environmental supervision system and regulation; organizing the construction and management of environmental supervision network and information system; forecasting the index of environment quality; drawing up reports on environment quality; issuing bulletin on environment situation.
10. Safeguarding Guangzhou from nuclear pollution and managing radioactive wastes under the trust of provincial environmental protection department; protecting environment from electromagnetic radiation; participating in emergency of nuclear accidents and radiation accidents; supervising the safety of nuclear facility and pollution prevention of electromagnetic radiation and application of nuclear technology.
11. Administrating work units under direct control of the Bureau; directing the professional work of environmental protection departments of district or county government; assisting major leaders and cadres in the environmental protection departments of district or county government.
12. Organizing and instructing the popularization, education and staff training of environmental protection; encouraging the mass and non-governmental organization to participate in environmental protection.
13. Undertaking other tasks assigned by the Municipal Government and the environmental protection departments at higher levels.
