Main Responsibilities of Bureau of Ethnic and Religious Affairs of GuangZhou Municipality:

1.General Office (personnel office)

Comprehensively coordinating the office’s day-to-day work; drafting comprehensive documents; supervising and managing important affairs; taking on important reception work; taking charge of administrative affairs of the office, such as secretary work, archives, meeting arrangements, secret keeping, publicity, safeguard, information, complaint letters, foreign affairs, financial affairs, etc; taking charge of the office’s party affairs, disciplinary inspection, mass affairs; taking charge of personnel affairs, authorized size, education and birth control of cadres, staff members, retired cadres and authorized staff of organizations; undertaking other affairs handed over by the office leaders.

2.Office of Ethnic Affairs

Taking charge of ethnic affairs; investigating and researching the implementation of the policies, law and regulations about ethnic affairs so as to put forward proposals; carrying out the law and regulations concerning ethnic affairs; propagating the ethnic policy and national unity; guiding the municipal ethnic organizations to strengthen self-construction and to organize mass activities about national unity; propagating and honoring model collectives and individuals that make contributions to the national unity and progress; well coordinating the ethnic relations of the city, safeguarding the legal rights and interests of ethnic minorities, and promptly and appropriately handling all kinds of emergencies related to the ethnic relations that may affect social stability; assisting departments concerned in the work of the cultivation, selection and employment of cadres of ethnic minorities in the city and in the work of cultivating talents for minority areas and having in hand the information about cadres and intellectuals of ethnic minorities; coordinating relevant affairs about the economic, cultural and educational development of ethnic minorities; participating in other related affairs.

3.Office of Religious Affairs

Taking charge of religious affairs; investigating the problems coming along in the implementation of religious policies, law and regulations so as to put forward proposals and solutions; protecting the legal rights and interests of religious organizations and sites for religious activities and protecting the regular religious activities of the masses of religious believers, according to law; preventing illegal religious activities according to law; handling the religious affairs involving foreign countries according to law and resisting foreign hostile forces from permeating by taking advantage of religion with the help of departments concerned; assisting the five major religious organizations, namely Catholicism, Christianity, Buddhism, Taoism and Islamism, as well as Young Men’s Christian Association and Young Women’s Christian Association to build up excellent leading groups; guiding all the religious organizations and sites for religious activities to strengthen democratic management and to hold cultural activities, and attaching great importance to the annual inspection of places for religious activities; guiding religious circles to actively support social public welfare undertakings and taking advantage of some positive elements in the religious doctrines, canons and ethics to serve for the socialist construction of materialist and spiritual civilization; providing education in patriotism, socialism and the law for people of the religious circles; appropriately distinguishing and handling the contradiction in religious affairs through mediation and maintaining stability in the religious section by educating and uniting the people of the religious circles and the masses of religious believers; assisting in the renovation and protection of temples and churches that are important cultural relics of the country, provinces or cities; participating in other relevant affairs.
