Main Responsibilities of the Bureau of Finance of GuangZhou Municipality:

1. Implementing relevant laws, regulations and guidelines concerning finance, taxation at municipal, provincial and central level; organizing the formulation and supervising the implementation of regional laws and regulations regarding finance, non-operating state-owned assets, evaluation of assets and financial accounting, etc; and participating in the formulation of laws and policies related to taxation.

2. Drafting financial development strategy and medium-and-long-term financial plan; participating in the formulation of all economic policies; following the distribution policy between central and local governments and between state and enterprises; proposing government-regulated and balanced allocation of public fund with fiscal and taxation instruments.

3. Strengthening taxation management according to relevant laws; conducting research on tax collection and customs tariffs policies and making investigation into taxation sources; and monitoring implementation of tax collection policy and conducting financial supervision on tax collection and tax administration of taxation departments.

4. Formulating and implementing policies on financial management of municipal, zonal and county level cities; formulating and implementing the draft annual budget of the municipal government and its final accounts; formulating and implementing draft annual budget of social security of the municipal government; preparing the draft annual budget for the city of Guangzhou; presenting reports on budgets at the municipal level and the city of Guangzhou and their implementation to the People’s Congress of Guangzhou and reports on the final accounts to the Standing Committee of the People’s Congress of Guangzhou on behalf of the municipal government.

5. Administering and supervising all fiscal revenues; taking responsibilities for collection and management of agriculture tax, agriculture specialty tax, farmland occupation tax, deed tax, revenues from government institutions, government fund, profits from utilization of state-owned resources and assets, revenues from fines and confiscations, donation received in the name of government, revenues from departments in charge of the work concerned, interests from financial capital, non-taxation revenues of  the government, etc.; administering expenditures and revenues; regulating non-taxation revenues of government; and conducting annual examination of revenues from government institutions and government fund.

6. Implementing rules related to financial receipt management of central, provincial and municipal levels; formulating and monitoring implementation of measures on financial receipt management of Guangzhou municipality; and monitoring and checking the purchase, utilization and keeping of financial receipt and revenues from charges, fines and confiscations of units utilizing receipt.

7. Administering and monitoring all financial expenditures; being accountable for important financial investment projects and utilization of financial capital of special items and following up their results; managing all government funds, financial capital of special items and off-budget capital at the municipal level; administering and supervising lottery ticket issuing and its market; managing loan transaction of government; administering and monitoring issuance and cashing of treasury bonds; supervising utilization of treasury bond capital; managing non-trade-related and non-operating foreign exchange of government agencies, public institutions and social organizations; administering social security expenditure of municipal government; monitoring utilization of social security capital; and being responsible for the management of the loans of international financial institution and foreign governments.

8. Formulating and implementing uniform standards of Guangzhou city for expenditure of government agencies and public institutions and government procurement policies; managing and monitoring government procurement; guiding government procurement and its work of statistical information of Guangzhou city; organizing budget implementation of relevant departments; formulating and implementing centralized collecting and paying system of national treasury; and being responsible for examination of budgetary estimates, budget and final accounts of basic building projects of investment and examination of final accounts of completed projects.

9. Formulating regulations on management of non-operating state-owned property right; managing and monitoring non-operating state-owned assets and state-owned capital of local financial enterprises; formulating the indicating system evaluating performance of financial expenditure and evaluation standard; implementing performance evaluation of financial expenditure; analyzing and evaluating statistics of public resources; and gathering together and analyzing final accounting reports of enterprises, government agencies, public institutions, etc.

10. Together with relevant departments formulating measures and guidelines on appointing CFO (Chief Financial Officer) to important municipal-level projects governing basic construction of financial capital and important government agencies and public institutions; and appointing CFO (Chief Financial Officer) to important basic construction projects with financial appropriation and important government agencies and public institutions.

11. Implementing accounting laws and regulations; managing accounting work of Guangzhou city; guiding and monitoring according to laws business of certified public accountants and accounting firms of Guangzhou; regulating and guiding the auditing business; guiding and supervising business of asset evaluation agencies and certified asset assessors.

12. Monitoring implementation of laws, regulations, financial and accounting regulations, guidelines and policies on finance and taxation; supervising and collecting returns of state-owned assets of State-owned Assets Committee at the municipal level; identifying the main problems in the management of fiscal revenues and expenditures; proposing policies on strengthening fiscal management; investigating and dealing with transgression of financial regulations.

13. Formulating financial education plans; organizing training of financial staff; being responsible for the construction of the financial information system and the popularization and application of computers in Guangzhou; formulating fiscal plans of investigation and research; and being responsible for fiscal dissemination.

14. Guiding the financial work of cities at regional and county levels.

15. Undertaking other tasks assigned by the municipal government and financial departments at higher levels.
