Main responsibilities of the Bureau of Foreign Trade and Economic Cooperation of GuangZhou Municipality:
1. Implementing the laws, regulations, guidelines and policies of the State on foreign trade, economic cooperation, foreign investment and the administration of Economic and Technological Development Zones, Free Trade Zones and Export Processing Zones; formulating relevant local policies, regulations and rules, administrative measures, and putting them into effect.
2. Working out and implementing the development strategies of Guangzhou and plans on foreign trade and economy; formulating and implementing the medium-and-long-term development plan of Guangzhou and the annual guidelines related to foreign economy and trade affairs; and taking responsibilities for the comprehensive surveys on foreign trade and economic cooperation, and for the measures adopted for macro-control and administration.
3. Taking charge of the coordination of the relevant affairs between Guangzhou and the World Trade Organization; taking responsibility for the coordination of anti-dumping, anti-subsidy, secure measures and other relevant affairs concerning fair import-export trade; conducting surveys on industrial damage; and taking responsibility for the anti-dumping, anti-subsidy, secure measures exerted by foreign countries towards Guangzhou’s exported commodities.
4. Taking charge of the affairs concerning foreign trade in Guangzhou; inspecting and analyzing the operating of foreign trade, standardizing the foreign trade flowing order and helping to establish Guangzhou’s foreign trade promotion system; guiding the structural readjustment of import & export commodities of Guangzhou and driving the enterprises to explore diversified international market; making registration for record in terms of the import & export qualifications of various enterprises in accordance with laws; carrying out the implementation measures and policies on bidding for export commodities controlled by quota permits; working out, proposing and implementing the plan for import & export quotas; and studying and popularizing new trade methods including E-commerce.
5. Taking responsibility for the utilization of foreign capital; examining, approving or reporting to the higher authority the foreign investment limited by the State policy and the establishment of foreign-invested companies involving in quota and license management; examining, approving or reporting to the higher authority on the contracts, articles of association and the changes of the foreign-invested projects whose investment are limited by the State; taking responsibility for the inspection, coordination and services for the foreign-invested enterprises; supervising and inspecting the implementation of laws, decrees, regulations, contracts and articles of association abided by the foreign-invested enterprises; supervising and promoting foreign investment; and collecting the statistics of foreign investment and analyzing the general state of foreign investment.
6. Taking responsibility for administration of the processing trade in Guangzhou; implementing the policies and administrative measures concerning processing trade prescribed by the State together with the departments concerned; verifying the processing trade operations within the authority of Guangzhou; inspecting and supervising the implementation of the relevant policies, laws and regulations stipulated by the State for the enterprises engaged in processing trade; analyzing and reporting to the higher authority the development of the processing trade; coordinating the network promotion and operating management of processing trade enterprises; and examining the productive capability of the processing trade enterprises.
7. Taking responsibility for the business regarding foreign economic cooperation; carrying out the strategy of “Going Global”; working out and implementing the policies for Guangzhou’s foreign economic cooperation and overseas investment; examining, approving or reporting to the higher authority Guangzhou’s overseas invested enterprises, qualifications for foreign economic cooperation enterprises, contracted projects abroad, overseas labor service cooperation, design and consultancy and service trade; examining, approving or reporting to the higher authority the macro-management and quota for the persons dispatched to Hong Kong and Macau; and guiding overseas market exploration and standardizing the operating order of overseas invested enterprises.
8. Taking responsibility for technological import & export of Guangzhou; carrying out the strategy of “rejuvenating trade through science and technology; working out the policies and administrative methods of overseas technology trade, and encouraging the export of technologies and the complete set of equipment; taking charge of the quality control of the export commodities, brands’ building and intellectual property right protection; speeding up the construction of import & export trade standardization system and the research on the technological trade measures; coordinating and administrating the export of the technologies, high-tech commodities restricted by the State policy and the imports of technology and equipment including international bidding invitation; verifying and issuing the certificates for import & export of technology; and speeding up the foreign technological exchange and cooperation.
9. Administrating the import and export of mechanical and electrical products of the city; formulating and implementing the policies and administrative measures for the import and export of mechanical and electrical products; examining, approving or reporting to the higher authority automatic import permit of mechanical and electrical products as well as those products supervised by the State; taking charge of the international bidding invitation of Guangzhou’s mechanical and electrical products and to examine and verify the qualifications for agents who take the responsibility of international bidding invitation; coordinating and administrating the export of large and complete set of equipment; and taking responsibility for administration of the technological renewal and research of mechanical and electrical products.
10. Coordinating and administrating the international service trade of the city; studying and proposing the developing strategies, policies and measures for the city’s international service trade together with the departments concerned; taking charge of the administrations of the city’s international freight forwarding and storage business of the foreign trade and economy; guiding and inspecting various activities regarding the import-export commodities fairs, various seminars, symposiums, exhibitions, negotiation, trade talks, etc.; and stipulating the administrative measures for going abroad to hold various activities mentioned above.
11. Taking charge of Guangzhou’s foreign economic liaison work; approving and administrating resident offices or companies set by foreign countries including Hong Kong, Macau and Taiwan regions; issuing the entry visa notice of foreigners who are going to Guangzhou to conduct business; and conducting any foreign affairs with the foreign consulates general in Guangzhou in terms of foreign trade and economic cooperation.
12. Coordinating and guiding the foreign trade and economic affairs conducted within economic and technological development zones, trade free zones, export processing zones and cities of county level.
13. Taking charge of the business training of the foreign trade sector of the city and the in-service training, examining, and certificate issuing for those to obtain international commercial professional qualifications.
14. Taking responsibility for the managing routine Party affairs of the Administration’s Party Committee; and guiding the work performed by the Chamber of Foreign Trade and Economics, the Municipal Administration & Service Center for Foreign Investors and the Municipal Administration of Trade Promotion.
15. Undertaking other tasks assigned by the CPC Guangzhou Committee, the municipal government and departments of foreign trade and economic cooperation at higher levels.
