Main Responsibilities of the Bureau of Health of GuangZhou Municipality:
1. Implementing the policies, laws, rules and regulations pertaining to health work by the Central, Provincial and Municipal governments. Mapping out the health program for the locality and formulating relevant rules and regulations on the development of health service in the light of the actual conditions of the city.
2. Carrying out the health program for Guangzhou Municipality. Providing guidance in allocating health service resources. Drawing up training schemes for health personnel; organizing and guiding the work of qualification authentication and professional title appraisal for the staff members in the health sectors of Guangzhou.
3. Implementing the policies and guidelines concerning traditional chinese medical science; drawing up a development scheme for traditional Chinese medical science, traditional Chinese medicine, and its integration with western medicine; formulating relevant policies, rules and regulations, and managing to carry them out.
4. Working with the relevant departments to restructure the medical institutions after careful studies and consultations. Participating in the medical insurance system reform led by the Central government. Drawing up a rational scheme for the establishment of medical and health institutions across the city; administering the city-wide medical institutions, including the non-governmental ones.
5. Working out professional ethics standards for technical personnel in medical and health sectors, and guiding the work of rectifying the malpractice in hospitals to promote the ethical and ideological progress across the city. Carrying out the health and medial practitioners’ standards and regulating the services they provide. Properly handling medical disputes with patients; appraising and handling faulty medical or surgical treatments.
6. Formulating relevant policies, plans and standards for maternity and child health care in rural and urban areas. Guiding the execution of elementary health care plans and introducing special techniques for maternal and infant health care.
7. Working out preventive plans for epidemics, and taking concrete measures to contain them; working with the city-wide medical and health institutions, including the army hospitals and those directly under the Ministry of Health and Guangdong Provincial Government, to take emergency measures to bring under control the outbreak of epidemics, natural disasters and unexpected incidents.
8. Strengthening the work of the health supervision institutions and the related law enforcement agencies, to make sure they exercise their power by law. Taking care of public health, food hygiene, school health and radiological protection; keeping a watchful eye on cosmetics and other health-related products.
9. Exercising supervision over blood taking and blood supply at the blood banks, and the quality of blood for clinical use; coordinating the work of free blood donation and the supply of blood for special purposes.
10. Formulating a city-wide development scheme for medical science research and education; organizing technical professionals to tackle key research projects in medical science, and promoting the clinical use of medical research results.
11. Taking charge of the health statistical work, including that of the military medical institutions in Guangzhou and that of the work units directly under the Ministry of Health and Guangdong Provincial Government. Improving the medical information system.
12. Organizing international medical exchanges and co-operations, and coordinating the work of supplying medical aid to other countries.
13. Guiding the health work of the districts and county-level cities; leading the institutions directly under the Bureau of Health.
14. Taking charge of (being responsible for) the officials’ medical health care.
15. Undertaking other tasks entrusted by the Municipal Government and the higher health authorities.
