Main Responsibilities of the Bureau of Justice of GuangZhou Municipality:
1. Implementing guidelines and policies formulated by the central government on judicial administration and enforcing laws and regulations of the country; formulating local laws, regulations, and codes on judicial administration; drawing up and implementing long-term and medium-term targets and annual plans for the development of judicial administration of the city; organizing and coordinating the investigation and survey work in the municipal judicial system; supervising and directing enforcement of laws, reconstruction of cases, and responding to appeals.
2. Managing, supervising, and monitoring the reeducation through labor in the city.
3. Accommodating and educating heretics in reform schools and arranging jobs for them after they break away from the heresy; coordinating and monitoring work on educating and converting stubborn heretics; managing municipal legal education schools.
4. Publicizing and popularizing common knowledge of law in the city.
5. Administering, supervising and directing lawyers, legal consultative agencies, and legal advisors in enterprises and institutions; administering legal agencies of other provinces and countries set in Guangzhou.
6. Directing and administering the city’s work on legal assistance.
7. Administering, supervising and guiding institutions to notary agencies and notarial affairs of the city.
8. Organizing and directing the arrangement, assistance and education of people released after serving a sentence or after receiving reeducation from a reform school; directing and administering the investigation and mediation of contradictions and disputes among people; administering and directing “148″ legal service of the city; directing judicial administration in districts and county-level cities; and participating in the work of maintenance of public order.
9. Directing legal education and legal theory research of the city; administering its affiliated units.
10. Administering, supervising and directing the city’s appraisal of justice as social service; helping provincial departments of justice to supervise and direct the city’s arbitration and registration according to laws.
11.Directing and administering materials and equipment as well as the finance in the municipal judicial system, including firearms, ammunition, uniforms, and vehicles and so on.
12. Directing and coordinating the municipal legal society, the lawyers’ association, the notaries’ association, and the mediators’ association.
13. Administering and directing the staff building and the ideological work of the judicial administration system of the city; managing personnel affairs of its affiliated units; administering the leading group, cadres of section-level and higher levels, and section-level cadres not in the leading position of the municipal reform schools; instructing and managing the judicial administration system’s work in granting police posts and ranks; coordinating the leading groups of judicial departments of districts and county-level cities.
14. Taking charge of foreign affairs of judicial administration system including exchanging with and publicizing to the outside world, and so on.
15. Undertaking other tasks assigned by the municipal government and other judicial departments at higher levels.
