Main Responsibilities of the Bureau of Labor and Social Security of GuangZhou Municipality:
1. Implementing national, provincial and municipal laws and policies on labor and social security (LSS); keeping to the general reformation plan for the social security system; devising and implementing annual plans as well as medium- and long-term LSS plans.
2. Formulating local LSS codes and general standards and supervising their implementation; working out regulations on LSS consultation institutions; formulating regulations on LSS supervision; conducting inspection on LSS affairs.
3. Managing in general the work in employment; formulating favorable policies which give impetus to employment; making plans to develop the labor market and conducting management on it; establishing an employment service system and making continuous improvement to the system; working out regulations of job centers; formulating and carrying out policies which manage the employment of rural surplus labor force; directing the trans-regional flow of labors; implementing national regulations which manage the employment of citizens abroad and foreigners in Guangzhou; putting under centralized management the business of labor affairs agency and consultancies as well as the employment of chinese workers in Guangzhou-based foreign enterprises.
4. Designing a system of certifying the vocational qualification and the pre-job training system; making division of vocation, technical skill standards and profession standards; working out policies and approaches to issue vocational skill certificates; designing and instructing vocational skill training; strengthening the management of technical schools, vocational training organizations, and institutions which issue certificates of the vocational qualification; planning the professional skill training project; designing awarding and competition system; directing the work in compiling skill training materials and the cultivation and recruitment of teachers.
5. Coordinating labor relations; drawing up relevant policies and regulations; initiating and improving the labor contract system and collective contract system; working out regulations on labor disputes settlement and arbitration clause; supervising the settlement of labor disputes; setting down work schedule, vacation system, and policies favoring the women employees and employees legally under age; making proper arrangement to the labor force including labor from other provinces/cities as well as labor transforming from rural registration to non-rural; managing in general the affairs concerning labor and employment.
6. Conducting macro management on employee wages; controlling corporate wages by publishing reference wages; defining the minimum allowance for corporate wages; formulating policies to control wages and to regulate the income of managerial personnel in state-owned enterprises; checking the total amount of wages and the income standard of senior administrative personnel in state-owned enterprises affiliated to the municipality and enterprises with exclusive state capital and management.
7. Formulating policies of pension insurance, unemployment insurance, health and medical insurance, occupational injury insurance, and maternity insurance; supervising the implementation of these policies; managing the medical services at public expense and the reform of public medical services system; conducting investigation and making recognition of the occupational injury; identifying and assessing manual labor capacity when an injury occurs; directing the work in occupational injury rehabilitation; organizing a service system of socialized management for retirees.
8. Making policies to collect, transfer and operate social insurance funds; making comment after examining the budget and final accounts of social insurance funds; supervising the operation of social insurance funds; formulating and implementing regulations of social insurance institutions; working out the standard to permit qualified institutions to operate funds; planning the construction and development of the social insurance system.
9. Formulating policies concerning supplementary pension insurance and supplementary medical care insurance of public institutions and enterprises; designing approaches to supplement the medical care insurance for the civil servants and supervising the authentication of institutions which are qualified to operate the supplementary insurance business.
10. Managing the work in LSS statistics and data collection; shaping up an LSS information network; publishing relevant information and LSS statistics; forecasting reports on LSS development.
11. Organizing and promoting LSS research; helping to propagate research achievement.
12. Directing and coordinating the work of LSS administrations at district and county levels as well as labor society and association etc.
13. Performing any other duties as assigned by the municipal government and LSS administrations at higher levels.
