Main Responsibilities of the Bureau of Personnel of GuangZhou Municipality:
1. Implementing relevant guidelines, policies, laws and regulations of the state and the province; studying and formulating local laws, protocols and policies for personnel affairs; and setting up a scientific and legal personnel administrative system and supervising its implementation.
2. Formulating the macro-policy on the overall program and structural adjustment for people working in governmental organs and public institutions in the city; outlining and implementing personnel plan for people working in governmental organs and public institutions as well as salary program; and administering the salary total and salary fund for governmental organs and public institutions.
3. Implementing the National Civil Servant System; launching comprehensive management upon state civil servants; formulating and implementing, with organizational departments, policies and regulations on personnel placement and post distribution for people working in governmental organs which are undergoing a structural reform.
4. Implementing the National Encouragement and Commendation System; formulating encouragement and commendation implementation rules and administrative measures of the municipal government and to providing instruction to its implementation; instructing and managing encouragement, commendation and punishment affairs of the government; administering the verification, submission as well as approval of nomination lodged to the Municipal People’s Congress by the municipal government and direct nomination by the municipal government; undertaking and supervising, in accordance with relevant regulations, political verification for those who will go on a temporary business tour overseas.
5. Undertaking the management of professional technicians and the establishment of professional technician group; managing the reform of qualification title for professionals; perfecting and implementing the System of Appointment of Professional Posts, Qualification Assessment (Examination) and Certified Qualification; administering and coordinating postdoctoral management; and undertaking the selection and comprehensive management of middle-aged and young experts who have made outstanding contribution, experts who receive special subsidy from the government and heads of various disciplines and projects.
6. Administering human resources programming and development; formulating policies and regulations on human resources floating and human resources market management and developing and standardizing human resources market, constituting and amplifying the Admittance System of Human Resource Service Agents and Overseas Human Resources Institutions under the guidance and supervision from personnel department of the government; participating in outlining Employment Policy for University and Vocational School Students and providing guidance to their employment; introducing talents for the state, the province as well as the city and undertaking deployment of talents that are in special need, and implementing the policy of “farming-to-non farming” in accordance with division of labor.
7. Formulating the training program for specialized professionals and launching management on relevant work; training civil servants; providing continuing education to professional technicians; managing overseas training and overseas education sponsored by special fund; and giving professional instructions to administrative academies together with departments concerned.
8. Managing salary, welfare, retirement and resignation of people working in governmental organs and public institutions, implementing salary system and retirement policy of governmental organs and public institutions; studying and perfecting welfare system for governmental organs and public institutions as well as regional subsidy system.
9. Instructing and implementing the overall program for personnel system reform of public institutions; promoting the Contract-based Employment System in public institutions; formulating and implementing policies and codes on the management of all kinds of personnel in public institutions, and giving comprehensive administration to appointed cadres.
10. Formulating and carrying out the placement policy for transferred cadres from the army; finding proper placement for these cadres; outlining and implementing the placement and training program for transferred army cadres.
11. Formulating and implementing the policy and regulation on introducing overseas talents; bearing the responsibility of management of foreign experts who have come to work and settled in Guangzhou or experts from Hong Kong, Macau and Taiwan; instructing and coordinating cooperation and communication with other countries on personnel and intelligence; undertaking and carrying out cooperative projects on personnel administration with foreign governments.
12. Formulating and implementing the policy on returned personnel after overseas education; expediting people from non-educational sectors to receive overseas education and undertaking the placement and employment adjustment for those who have returned home after overseas education; managing the special fund for overseas education receivers together with departments concerned.
13. Establishing and perfecting Personnel Dispute Arbitration System; taking charge of personnel administrative reconsideration and response to administrative lawsuits.
14. Undertaking other tasks assigned by the municipal government and personnel departments at higher levels.
