Main responsibilities of the Bureau of Public Security of GuangZhou Municipality:
1. Executing the State laws, policies, regulations and provisions on public security; drafting municipal regulations and rules on public security.
2. Conducting a uniform leadership on the municipal public security work; grasping, analyzing and foreseeing the situation of public peace and order, and being responsible for the comprehensive administration thereof; providing important information and making suggestions on public peace and order for the municipal Party committee, municipal government and public security organs at higher levels.
3. Being responsible for the uniform administering of the municipal people’s police staff; taking charging of the education and training of the police and popularizing the public security; administering the personnel affairs of public security cadres within the limits of authority.
4. Directing and supervising the law enforcement in municipal public security organs at all levels; organizing and carrying out disciplinary inspection, supervision and auditing.
5. Instructing municipal public security organs to investigate cases endangering state security, criminal cases and cases disturbing social order; administering and maintaining social peace and order according to law; organizing and coordinating investigation and dealing with serious cases and incidents.
6. Administering the exit and entry of china through Guangzhou and supervising foreigners’ stay and travel in Guangzhou.
7. Managing road and traffic safety, maintaining traffic order; handling traffic accidents and administering vehicles and drivers.
8. Managing Residence Registration Certificates (Hukou) and chinese Citizen Identity Cards.
9. Directing and coordinating public security work in such municipal departments as communication and forestry; directing and supervising security work of institutions, societies, enterprises and important construction projects and security work in the mass organs. Instructing and administering economic police and safeguard industry.
10. Supervising and administering the work of fire fighting and fire control according to the law; examining fire fighting plans and projects; organizing and carrying out fire fighting and rescuing.
11. Pre-hearing cases and administering places for personal freedom restriction, including detention houses, refugee camp and houses for cutting off drug addiction.
12. Safeguarding Party leaders, State leaders and important foreign guests coming to Guangzhou; safeguarding principal provincial and municipal leaders and well-known personage.
13. Organizing scientific research in public security; planning for the construction of public security communication, information technology, anti-crime technology, quick reaction and fire fighting technology; providing services in information, technology, communication, logistics and equipment for municipal public security organs.
14. Inspecting the security of information network of public security.
15. Undertaking other tasks assigned by municipal Party committee, municipal government and public security organs at higher levels.
