Main Responsibilities of the Bureau of Urban Planning of GuangZhou Municipality:
1. Implementing laws, policies and guidelines on urban planning, surveying and design at central, provincial and municipal levels; and formulating and supervising implementation of regional laws, regulations and prescriptive documents, policies regarding urban planning, surveying and design for Guangzhou.
2. Formulating strategies concerning urban system planning of Guangzhou, general and specialized planning for Guangzhou, district planning and controlled specific planning for the districts under the direct jurisdiction of Guangzhou (including such special zones as economic and technological development zones) and urban planning for important areas; organizing the formulation or initiating the coordination of strategies on specialized planning of Guangzhou; participating in the research on economic and social development planning of Guangzhou; formulating recent construction planning and annual land use plan for construction; and coordinating the link between urban and rural planning and annual construction planning.
3. Examining the district planning of the municipal level districts, urban system planning of county-level cities and overall planning, which have been submitted to the municipal government; in accordance with relevant laws and regulations examining and approving some specific plans (including controlled specific planning and specific planning of construction) and overall planning of towns’ organizational system; formulating planning of outdoor posters and billboards of Guangzhou; examining and verifying the outdoor posters and billboards that are of large dimension and are located in important areas or sections of roads; and being responsible for planning and developing urban landscapes (including sculptures, architectures and lighting of the city).
4. Administering the industry of urban planning and design and managing the work of the units of urban planning and design of Guangzhou.
5. Participating in the feasibility study of all large and medium-scale building projects of the urban planning areas of Guangzhou; choosing construction sites for building projects and planning their layouts; and approving and issuing suggestion books concerning the choice of construction sites for the building projects.
6. Planning and developing lands for construction of the municipal level districts; handling application to land use plan for building projects; providing conditions for planning and design; approving and issuing licenses to plan land use for construction; examining and approving extension of licenses to plan land use for construction; handling relevant procedures for items approved by licenses to plan land use for construction; and pricing the right to using the bid land.
7. Examining and approving the scheme of planning and design, urban infrastructure construction and the building projects; examining and formulating the scheme of building and design and the working drawing of building and design; approving and issuing planning licenses for all kinds of building projects; being responsible for training personnel with planning expertise and specially permitted personnel for construction at the country, district and municipal levels; and managing routines of personnel specially permitted for construction.
8. Taking responsibility for urban planning and surveying; formulating and implementing planning, plan and technical standard for urban surveying; managing results of urban surveying; managing urban surveying and controlling system; examining and approving removal of permanent surveying signs; and managing and examining basic geographical information of urban planning.
9. Taking responsibility for the management of rural planning; organizing formulation of rural planning; and examining, approving and implementing rural planning in accordance with relevant laws and regulations.
10. Guiding and coordinating county-level cities, Guangzhou Economic and Technological Development Zone, Guangzhou New and Hi-Tech Industrial Development Zone, Guangzhou Free Trade Zone, Nansha Economic and Technological Development Zone and The Pearl River Industrial Zone in terms of planning and development.
11. Checking the implementation of urban planning by relevant units and personnel in urban planning areas of Guangzhou; being responsible for checking, correcting and prohibiting all conducts that violate urban planning and laws and regulations of urban planning; investigating and dealing with acts of building and rigging-up that violated laws and regulations.
12. Taking responsibility for planning and checking all building projects upon delivery; and examining and issuing the certificate of quality for planning the building projects.
13. Taking responsibility for management and development of the system of geographical information of urban and rural planning; collecting, preserving and checking files of urban development; and being responsible for coordinating the comprehensive aviation remote sensing of Guangzhou.
14. Undertaking other tasks assigned by the municipal government and relevant departments at higher levels.
