Main responsibilities of the Bureau of Urban Utilities and Landscaping of GuangZhou Municipality:

1. Implementing the policies, laws, rules and regulations by the central, provincial and municipal governments concerning urban utilities, landscaping, water and gas supplying. Formulating relevant rules and regulations for the locality in the light of the specific conditions.

2. Assisting the planning department in working out an overall program and annual plans for municipal utilities, landscaping, water and gas supplying, and the utilization of underground space. Taking care of the operations of the fund appropriated for the particular purpose in accordance with the schemes for annual fixed assets investment and the municipal engineering maintenance.

3. Being responsible for planning, designing, building, maintaining, and protecting the municipal engineering projects within the downtown area.

4. Administering the temporary occupation of the motor vehicle lanes, non-motor vehicle lanes, pavements, green-belts, pedestrian’s overpasses, underground passages, bridges, space under the flyovers and public squares within the downtown areas.

5. Taking care of the city-wide expressway administration.

6. Administering the work of collecting tolls from the drivers using yearly tickets for the municipal roads, bridges, and tunnels.

7. Being responsible for the construction and maintenance of the drainage channels, man-made lakes, sewers and sewage treatment facilities within the downtown areas.

8. Being responsible for the management of the drainage channels (from Tianpingjia Bridge to the mouth of The Pearl River) and man-made lakes under the jurisdiction of Guangzhou municipal government.

9. Managing and coordinating the urban water supplying & saving program, the construction of urban water supplying projects, and the maintenance of urban water supplying facilities. Working with the relevant departments to designate the protection area for drinking water.

10. Supplying running water to the residents according to plan, and managing the work of raising the price for over consumed water.

11. Being responsible for the work of the second water supply.

12. Being responsible for the uniform planning, construction and management of the city-wide gas supply projects.

13. Being responsible for the planning and management of urban landscaping projects within the downtown area, such as growing flowers, planting and conserving trees.

14. Being responsible for the planning, construction and management of municipal parks (scenic spots). Taking care of the parks (scenic spots) under the jurisdiction of the districts, country-level cities, townships and enterprises.

15. Undertaking other tasks entrusted by the municipal government and the higher authorities.
