Main Responsibilities of the Bureau of Work Safety of GuangZhou Municipality:

1. Undertaking the routine duties of the Office of the Committee for Work Safety of Guangzhou Municipality and the Office of Work Safety-related Emergency Rescue of Guangzhou Municipality. The specific responsibilities are stipulated as follows: studying and putting forward proposals for important principles and policies as well as for crucial measures; supervising, inspecting, guiding, and coordinating work safety in all municipal departments concerned and in the governments at district and county levels; arranging major inspection and special supervision over the work safety of the city; participating in the study of relevant work in relevant departments concerning work safety in industrial policies, the input of investment, and the development of science and technology; investigating and handling catastrophic accidents, as well as winding up these cases; arranging and coordinating rescues for catastrophic accidents; guiding and coordinating the enforcement of work safety; undertaking meetings and important activities held by the Municipal Committee for Work Safety; supervising, urging and inspecting the implementation of the decisions and resolutions made by the conferences of the Municipal Committee for Work Safety; undertaking other matters assigned by the Committee.

2. Exercising management and control over work safety comprehensively. Drafting comprehensive laws and regulations on the municipal work safety; studying and drafting the related principles and policies; formulating and promulgating comprehensive rules and regulations in industrial, mining and business enterprises as well as those concerning the work safety; studying and drafting work safety standards for those enterprises and meanwhile organize the implementation.

3. Exercising, according to law, the function of total supervision management over the municipal work safety; guiding, coordinating, and supervising the monitoring of related departments on work safety; formulating the planning of the prospect of the municipal work safety; regularly analyzing and predicting the municipal work safety situation, and accordingly researching, coordinating and solving important problems arising.

4. Exercising, according to law, the supervision over the municipal work safety. Supervising according to law the implementation of work safety laws and regulations in industrial, mining and business enterprises, as well as management and control over work safety conditions, related equipment (excluding special equipment; the same definition applies hereinafter), materials and labor-protection articles; investigating and handling according to law those enterprises lacking required work safety conditions; monitoring safety conditions in mines, and guiding, coordinating, and supervising the work safety of mines in the city.

5. Releasing the information about the municipal work safety, managing injuries and accident statistics as well as analyzing the administration and enforcement of work safety; organizing, coordinating, according to law, the investigations into and the handling with major catastrophic accidents, and then winding up these cases, and supervising whether the investigation handling are carried out properly; arranging, guiding and coordinating the emergency rescues of the municipal work safety.

6. Guiding and coordinating the monitoring and testing to the city’s work safety; carrying out intermediary qualification and quality control over work safety conditions and relevant equipment in industrial, mining and business enterprises, such as monitoring, testing, safety appraisal, safety training, safety certification and safety consultation; supervision and inspection are conducted at the same time.

7. Taking responsibility, according to law, for the total management and control of hazardous chemicals, for the establishment of the enterprises producing or storing hazardous chemicals, for the safety examining and approval of the above-mentioned enterprises’  reconstruction and expansion as well as of those enterprises that are specially appointed to produce the packages and containers for hazardous chemicals, for the issuing of hazardous chemicals operation license, and for chemical registration, supervision and inspection; undertaking the routine duties of the Office of Work Safety-related Emergency Rescue for Major and Catastrophic Accidents Caused by Hazardous Chemicals.

8. Organizing and guiding the assessment of the responsibility system of the municipal work safety.

9. Organizing and guiding the publicity and education on work safety; conducting safety training and assessment of the supervision and management staff on work safety; organizing, guiding, and supervising the assessment of special workers (excluding workers with special facilities; this definition applies hereinafter) and the safety credentials assessment of chief managers and safety managerial personnel; supervising and inspecting the safety training in production and management organizations.

10. Supervising and inspecting, according to law, the safety facilities in such engineering projects as new construction, reconstruction and expansion, and the situation when designing, constructing and utilization proceed simultaneously (hereinafter referred to as “three simultaneities”) with major construction; supervising and inspecting, according to law, the monitoring and controlling of major risk sources, and the rectification of the hidden danger of major accidents; investigating and handling those production and management organizations without required work safety condition.

11. Organizing the implementation of the certified safety director-general system; supervising the certified safety engineer qualification and guiding the credentials examination for certified safety engineers as well as the registration matters.

12. Drafting the plan of science and technology of work safety; organizing and guiding scientific and technological research projects of great importance in this field apart from technology modeling; additionally, promoting the application of IT in work safety.

13. Conducting national and international exchanges and cooperation on work safety.

14. Undertaking other matters assigned by the municipal government and the Administration of Work Safety of the higher level.
