Main Responsibilities of the Communications Commission of GuangZhou Municipality:
1. Implementing and enforcing state laws, regulations, guidelines and policies related to communications and post telecommunications; assuming the formulation and implementation of regulations for the operations of the local communications sector and coordinating the formulation and implementation of rules and regulations for the operations of the local post and telecommunications services.
2. Assuming and coordinating the formulation and implementation of the development strategies, medium-and long-term plans of the local communications and post and telecommunications sectors, as well as their key annual infrastructure and technical renovation projects; coordinating and providing assistance in the planning of such communications infrastructures as ports, navigation channels, roads, cargo and passenger transport terminals, stations and parking facilities.
3. Regulating and coordinating intra-city traffic, through transport of important goods and passengers within the boundaries of the municipality during major public holidays.
4. Working out and supervising the implementation of tolling and charging standards for the communications sector in coordination with the local price control authority; ensuring the collection and preventing the evasion of state prescribed transport fees and taxes.
5. Regulating Guangzhou-based operators of urban and intercity road transport and portage, motored vehicle rentals, stations and paid parking facilities, vehicle maintenance service, as well as driver training centers.
6. Providing policy orientation and coordination for the local administrations of ports and waterway transport, highways, and post telecommunications.
7. Examining and approving the setting up of highway tolling stations, as well as assessing the qualifications of contractors of highway construction works within the municipality.
8. Formulating science and technology policies, norms and specifications for the local transport sector, and coordinating the formulation of similar policies, norms and specifications for the local post telecommunications sector; sponsoring the local transport sector and co-sponsoring for the local post and telecommunications sector the development of major technological programs and environmental protection endeavors; evaluating and assessing the qualifications of applicants for technical titles; sponsoring on-the-job training of communications personnel; ensuring smooth radio telecommunication along roads and waterways.
9. Organizing and coordinating reforms and restructuring within the local communications sector with a view to achieving a concerted development.
10. Assuming the administration and coordination of foreign affairs within the communications sector with a view to promoting international cooperation and exchange.
11. Assuming the administration of safety matters within the communications sector and assisting the maritime transport authority in its administration of water transport safety matters.
12. Ensuring, with the mandate from the municipal government, the combat readiness of the local communications installations.
13. Fulfilling other tasks from the municipal government or from a competent superior authority.
