Main responsibilities of the Construction Commission of GuangZhou Municipality:
1. Implementing the guidelines, policies, laws and regulations from the governments at central, provincial and municipal levels concerning development and management of urban and rural areas; promulgating and carrying out guidelines, policies, laws, regulations and other development strategies concerning the construction in rural and urban areas, construction sectors, consulting service for surveying and designing and urban management.
2. Organizing and coordinating urban planning, land resources allocation, housing management, city management, water & gas supply, city appearance & environmental sanitary maintenance and civil air defense.
3. Raising and allocating the funds for city construction and monitoring the use of these funds; planning comprehensively the progress of key municipal construction projects and supervising the work on city infrastructure building, water & gas supply, city landscape improvement, city environment and sanitary maintenance, civil air defense, etc; organizing the work of drawing up standards concerning rural construction; and directing the construction of districts and county-level cities.
4. Reviewing the professional qualifications of enterprises, groups and individuals in construction sectors, surveying and designing of the construction projects, projects intermediary institutes and relevant enterprises; supervising and monitoring construction market and construction projects surveying industry.
5. Supervising the work of construction, house& buildings improvement and decoration, tendering & bidding and pricing of construction projects and construction designs; supervising the market access and market behavior of the construction companies that are not registered in Guangdong; and verifying the licenses of agencies involving construction projects and managing the bidding and tendering of construction projects.
6. Supervising the use of construction materials in Guangzhou and encouraging the use of energy-efficient materials, new types of wall materials, bulk cement.
7. Granting permits for construction projects in Guangzhou and enhancing technological security of the construction projects; organizing or participating in the investigation and handling of construction accidents of considerable magnitude.
8. Providing assistance to the relevant departments in organizing large and medium city construction projects, reviewing applications and feasibility for city construction projects, assuming the responsibility in reviewing and verifying the preliminary planning and building drawings.
9. Coordinating and monitoring the work on flood control and drainage; organizing the work on reinforcing construction projects to minimize earthquake damage; reviewing the designs concerning earthquake-resistant functions of buildings; and coordinating the use and development of the underground space of the city.
10. Formulating plans guiding the science and technology development, technological and economical polices concerning the construction sectors; coordinating the research in the key science and technology projects and the introduction of critical technologies and promoting the industrialization of science and technological advancement; arranging and coordinating the planning in developing human resources; organizing the appraisal of professional titles for construction and engineering personnel; and coordinating the training and continuous education for the personnel in construction sectors.
11. Regulating the behaviors of local real estate developers; handling the acceptance inspection of commercial residential housing; and coordinating the reforms in the housing allocation systems in urban and rural areas.
12. Managing the work on law enforcement in city management; coordinating the reforms in construction industry and the efforts in cooperation and exchanges in economy, trade and technologies with foreign countries; and providing guidelines to the operation of municipal guild of construction.
13. Coordinating the efforts of relevant departments in city environment management and control; and organizing appraisal of duty performing of various departments as well as competitions in city management.
14. Promulgating the policies in gathering, refunding and arranging the labor insurance of personnel in construction sector; and directing the work of Management Commission of Labor Insurance of Construction Sector.
15. Undertaking other tasks assigned by the municipal government and construction commissions at higher levels.
