Main Responsibilities of the Development and Reform Commission of Guangzhou Municipally:
1. Implementing the State and the provincial policies on the development of national economy and society; researching on and putting forward strategies for municipal socio-economic development, working out annual and medium-to-long-term development plans thereof; researching on and establishing goals and policies on the regulation on the overall balance, development speed, and structural adjustment, coordinating, linking up and balancing the development plans and policies of major industries; coordinating important economic aggregates such as the aggregate social supply and demand, as well as other significant proportionate relations; working out plans on the municipal resource development, productivity layout, and ecological environment construction; setting out guidelines on the municipal industrial development based on the national industrial policies with a view to streamlining the municipal economic structure and promoting sustainable social and economic development.
2. Analyzing the municipal socio-economic development, studying on the domestic and international economic situation, monitoring and forecasting the municipal economic development, giving warnings at an early stage; discussing with departments concerned to put forward suggestions and policies that can enhance the municipal social-economic development; releasing information on the municipal economic and social development.
3. Collecting data on and conducting analysis of the development of finance, banking, and other socio-economic factors; formulating plans for industrial development; carrying out industrial policies and supervising their implementation.
4. Researching on important issues on the economic restructuring and the opening up to the outside world, working out plans for comprehensive economic restructuring; coordinating plans for specialized economic restructuring; putting forward suggestions for the perfection of the socialist market economy and for measures to improve development through reform and opening up to the outside world; giving guidance and impetus to the reform of the overall economic restructuring; participating in drafting and implementing relevant rules and regulations.
5. Participating in planning the storage of important commodities which bear upon the national economy and the people’s livelihood; analyzing the situation of market supply and demand, providing guidance and supervising the government purchase and storage of important commodities; working out municipal market development plan, researching and putting forward policies on constructing and developing the market by means of economic levers; providing guidance and assistance to relevant departments in the price reform and control.
6. Putting forward the municipal overall scale of investment in fixed assets and making plans on the distribution of important projects; examining the preliminary design of the municipal key projects and carrying out the inspection and approval of those projects after their completion according to the division of work; carrying out the examination and submission of construction programs subject to the approval of the central or provincial committee; carrying out the examination, approval and filing of relevant construction programs in accordance with the prescribed authority; countersigning technical transformation projects above norm that are submitted for the approval of the central authority by relevant departments; formulating an overall plan on the municipal investment (including investment in the municipal basic financial construction); checking on important programs, providing guidance to and coordinating the tender for different programs.
7. Linking up and balancing the development of the national economy with the development of the public undertakings such as the construction of science and technology, education, culture, physical education, public hygiene, etc.; putting forward policies on how to achieve harmonious development and mutual enhancement of the economy and the society; settling important issues on the development of public careers through coordination; promoting the industrialization of important technological achievements and the development of the high-tech industry.
8. Formulating the municipal financial development plan; administering upon local financial institutions by providing guidance to boost their development; promoting the construction of Guangzhou as a regional financial center by cooperating with relevant departments to prevent and resolve financial crisis in Guangzhou.
9. Researching on and putting forward the municipal development strategies of the use of foreign capital, the goals and policies of structural optimization; supervising and analyzing the use of foreign capital; managing the municipal external debt and putting forward a plan on how to use the external debt.
10. Formulating plans on developing the municipal infrastructure; coordinating and linking up the development plans and policies on communication, energy, ecological environment, etc; coordinating different kinds of work on the municipal construction of important infrastructure.
11. Implementing the national policies on grain, establishing goals and policies on the municipal grain regulation, its overall balance and structural readjustment, and taking measures to achieve these goals; administering upon the municipal grain reserves by implementing the government responsibility system of grain management to ensure military supplies and the people’s needs for provisions; supervising the circulation of grain in conformity with the law and executing the laws on the management of grain circulation; undertaking the routine work of the Guangzhou grain emergency command office.
12. Researching on and coordinating problems in the process of the regional economic development; providing guidance to the district and county governments in drawing up their economic and social development plans and in making their annual development plan and economic policies; pushing forward the urbanization process of rural areas.
13. Putting forward the municipal plan of carrying out investment system reform based on the plan on the national investment system reform; participating in the formulation of relevant laws and regulations and their implementation.
14. Organizing and coordinating the municipal mobilization of the national defense and economy.
15. Fulfilling other tasks assigned by Guangzhou Municipal Government and the development and reform commissions at higher levels.
