Main responsibilities of the Economic and Trade Commission of Guangzhou Municipality:
1. Implementing the guidelines and policies at the national, provincial, and municipal levels on national economic operation; drawing up and implementing local regulations and policies on industrial, commercial, catering, and service sectors in Guangzhou; providing macro instructions to enterprises of different economic sectors and standardizing rules of their operation.
2. Analyzing and supervising the performance of the city’s industrial, commercial, catering, and service sectors and the demand & supply of important commodities, and regulating their daily operations; providing information on forecast, alarm and feedbacks of economic performance; working out the short-term regulation objectives, policies, and measures for economic operation, and organizing their implementation; offering suggestive analysis and resolutions on major problems concerning economic operation; assuming responsibility for storing, deploying, controlling and circulation management of important commodities and relief materials; and analyzing and publicizing relevant economic information.
3. According to the national industrial policies and the development plan of Guangzhou, studying the competitiveness and development trend of the industrial, commercial, catering, and service sectors in Guangzhou; providing comprehensive analysis and suggestions on major issues concerning the development of the aforementioned industries; and positioning the orientation, guiding the overall layout and structural adjustment of the aforementioned industries.
4. Instructing and coordinating the technological advancement and innovation, introduction and application as well as industrialization of technologies in the industrial, commercial, catering, and service sectors in Guangzhou; organizing research and manufacturing of important technological equipments in the industrial, commercial, catering, and service sectors and the development of key technologies shared by those industries; and arranging the municipal funding for adjustment in the aforementioned industries, the development of small-and-medium-sized enterprises, and establishment of commercial network.
5. Coordinating with other departments on the management of IC (Integrated Circuit) enterprises in Guangzhou; promoting the integration of education, research and production; monitoring the work on tax reduction or exemption for imported equipments as part of technology upgrading of enterprises, the issue of value-added tax in import, and the work on income tax reduction of enterprises when they purchase domestic-made equipments.
6. Drawing up policies to standardize market operation and circulation order; carrying out research on establishing a healthy unified, open, competitive and orderly market system; boosting the development of markets at rural and urban levels; organizing and directing the “Three-greens” projects in forestation work; providing guidance to livestock slaughtering industry and meat circulation business.
7. Managing the municipal business network, industry-intensive districts (industrial parks), industrial and commercial logistic parks in Guangzhou, and developing the wholesale market for industrial products; formulating the development plan for the municipal business network; examining and verifying the operation of important commodity markets and the establishment of local wholesale markets; examining and verifying the distributing of indoor food markets, agricultural trade markets, and industrial wholesale markets in Guangzhou.
8. Directing the management of the optimized supply chain of products in industrial, commercial, catering, and service sectors in Guangzhou and promoting the modernization of logistics; drafting and implementing special programs for the logistic development of the industrial, commercial, catering, and service sectors in Guangzhou, establishing international, regional, and professional logistic centers; accelerating the development of modern circulation modes, such as chain supply, logistic service, agent system, chartered stores, and e-commerce, etc.
9. Formulating and implementing policies, plans on the municipal power supply proceeding from relevant national and provincial policy framework on power supply; managing the central heating supply in Guangzhou; boosting the conservation awareness in energy consumption and coordinating the comprehensive use of energy; encouraging the production in an environment-friendly manner in accordance with relevant laws and regulations and coordinating the environmental protection in different business sectors and the development of the environment protection industry.
10. Organizing and implementing the Building Famous Brand-name Strategy in Guangzhou; exercising macro-control on the quality management of production in industrial, commercial and trade sectors; drawing out policies and measures to support the development of time-honored brands; exercising control on the industrial, commercial, catering, and service sectors according to relevant laws; coordinating the activities of the associations in these sectors and the work of other relevant intermediary organizations.
11. Implementing the national laws, regulations and policies concerning the development of the small and medium enterprises (including township enterprises); directing, coordinating and promoting the reforms and development of these enterprises; formulating the laws, development plans and supporting policies for these enterprises and organizing the inspection work.
12. Providing assistance to the administrative departments on foreign trade and coordinating the work in attracting foreign investment, expanding international exchange and cooperation and aiding the industrial, commercial enterprises in their drive for achieving internationalized operation and in their oversea investment; organizing these enterprises to launching domestic cooperation and exchange; and assuming the responsibility to direct and coordinate exhibition work participated by these enterprises.
13. Implementing the policies, law and regulation at national and provincial levels on the management of salt and alcohol business; drafting and implementing the standards of operation and market access policy on the circulation of salt and alcohol; regulating the market of salt, alcohol and working with other departments in the law enforcement in the market of salt and alcohol; verifying, granting and reviewing annually the business license for the wholesalers and retailers for salt and alcohol products; and coordinating the management on monopolized sale of tobacco.
14. Managing some special business like auction, pawn-broking, lease, trade on the second hand goods, renewal of the old automobiles, and the recovery of disposed metals; promulgating and organizing the implementation of profession standards and policy in market access; assuming the responsibility of approving in the first instance the establishment of auction enterprise and checking the work of the mortgage business; examining and verifying the approval for the qualification of trade on coal, product oil and the granting the license for the operation of gas station.
15. Exercising macro management on the catering and service industry; formulating relevant industry development plan and other relevant regulations, policies; setting up the standards of technology application, service and quality for industries; regulating the operation and furthering the brand development and market promotion of catering industry and service sector.
16. Directing the work of the sectors of food circulation and promoting reform in the food circulating systems; planning and improving the food business network; coordinating the work among relevant departments in monitoring the food’s wholesale and retailing market.
17. Establishing and perfecting the modern enterprise system; reviewing and approving the establishment of limited liability companies.
18. Coordinating the relevant work on the implementation of Convention on Prohibition of Chemical Weapons; and regulating the manufacturing of the precursor chemicals.
19. Examining the Senior Technical Qualification of the economic, mechanical and electrical professionals; guiding and coordinating the training of personnel in various sectors of industry, commerce, trade and enterprises and arranging the publicity of the legal education.
20. Undertaking other tasks assigned by the CPC Guangzhou Committee, Guangzhou Municipal Government and other relevant departments at higher levels.
