Main Responsibilities of the Family Planning Bureau of GuangZhou Municipality:
1. Implementing and enforcing the policies, laws, rules and regulations pertaining to population and family planning by the central, provincial and municipal governments; drafting policies, rules and regulations in this respect in the light of the specific conditions, and making sure to have them carried out to the letter. Assisting the related departments in executing the population and family planning program in a comprehensive manner.
2. Mapping out the medium- and long-term programs for the growth of population in the city in accordance with the overall plan for Guangzhou’s national economy and social development. Being responsible for the work of family planning across the city; drawing up annual plans for population and family planning, and managing to carry them out. Working with other relevant departments to perform the task for population and family planning statistics.
3. Drawing up a program for the scientific research into population and family planning, conducting investigations and studies of significant relevant issues, and putting forward reasonable suggestions.
4. Managing family planning technical service in a comprehensive manner; inspecting and directing the work by family planning services. Working out health care programs pertaining to child birth, birth control and sterility, and managing to carry them out. Organizing the work of appraising disability degrees for handicapped and mentally retarded children. Working with other related departments to publicize the philosophy of “healthy birth and sound care”. Carrying out the contraceptives management regulations formulated by the National Population and Family Planning Commission of china, and guiding the management, use and distribution of contraceptives.
5. Working out programs to publicize the policy of population and family planning, and making related annual plans in this aspect. Organizing teams to carry them out.
6. Guiding the work of training and educating the staff for population and family planning across the city. Making plans in this aspect and managing to carry them out.
7. Making a budget and a final account of the funds appropriated for population and family planning, and capital construction by the Department of Finance of Guangdong Province and the Bureau of Finance of Guangzhou Municipality. Managing and supervising how the funds for population and family planning and social fostering are to be spent.
8. Organizing and coordinating the work of family planning for migratory population. Monitoring the work of the birth control for the work units of the Central and provincial governments and for the army units across the city.
9. Guiding the social groups of family planning. Carrying out international exchanges and cooperation in the field of population and family planning. Organizing and executing international aid programs in population and family planning.
10. Being responsible for the routines of the leading body of the Family Planning Working Group of Guangzhou Municipality.
11. Guiding family planning institutions directly under the Family Planning Bureau of Guangzhou Municipality.
12. Undertaking other tasks entrusted by Guangzhou Municipal Government and the higher family planning authorities.
