Main responsibilities of the Food and Drug Administration of GuangZhou Municipality:
1. Implementing national and provincial policies, guidelines, laws and regulations concerning the management of food, drugs, medical apparatus and instruments, health products and cosmetics; drawing up and supervising the implementation of local policies, laws and regulations on health products, cosmetics, drugs, and medical apparatus and instruments; and organizing relevant departments in drafting local laws and regulations and overall supervising policies ensuring food safety and supervising the implementation thereof.
2. Supervising and managing the safety of health products and cosmetics and taking actions against law breakers.
3. Supervising comprehensively the management of food safety in light of relevant laws and regulations, and coordinating the efforts of relevant departments in this regard; organizing different departments in investigations into the causes of serious or large-scale food accidents and delivering corresponding punishments in accordance with relevant laws; with the authorization from the municipal government, organizing and coordinating special inspection campaigns on food safety; and coordinating and cooperating with relevant departments in dealing with food safety contingencies.
4. Coordinating in the area of food safety; guiding the inspection and evaluation of the safety of health products and cosmetics and guiding the establishment of inspection and evaluation systems thereof; formulating safety information of health products and cosmetics and the ways of analyzing, predicting and making public food safety information and announcing the information to the public regularly.
5. Supervising the implementation of quality assurance standards of the research, production, circulation and utilization of drugs and medical apparatus and instruments, of the planting of medicinal herbs, of preparations by medical establishments, of non-clinical research and clinical experimentation of drugs; approving and issuing Drugs Management License (Retail) and Registration Certificate of Category 1 Medical Apparatus and Instruments.
6. Supervising the implementation of national drugs standards, national and professional standards of medical apparatus and instruments and of drug packing materials; supervising and managing directly the use of packing materials or containers which are in contact with drugs proper; carrying out the management system of prescription and non-prescription medicines; collecting data regarding adverse effects of drugs or medical apparatus and instruments and abuse of drugs and reporting to the higher-level of administration.
7. Spot-checking the quality of drugs and medical apparatus and instruments at production sites and medical establishments; punishing law-breakers or people who shall be responsible for producing and marketing fake or faulty medicine and medical apparatus and instruments in accordance with relevant laws; supervising and managing open markets of medicinal herbs.
8. Supervising and managing anesthesia, mental medicines, poisonous drugs for medical use, radioactive drugs and special medical apparatus and instruments.
9. Supervising and implementing the management mechanism of drug circulation and the purchasing and selling of herbal medicine tablets.
10. Assisting in the registration and management of licensed pharmacist and consultant pharmacist; assisting relevant departments in the qualification examinations for licensed pharmacist and consultant pharmacist; managing the assessment and granting of medical technical titles.
11. Keeping the record of the import of drugs via Guangzhou ports.
12. Guiding the work of the subordinate food and drug administration, inspection departments and public service institutions.
13. Undertaking other tasks assigned by the municipal government and food and drug administration at higher levels.
