Main Responsibilities of the Forestry Administration of GuangZhou Municipality:
1. Carrying out national, provincial and municipal forestry laws, regulations and policies; compiling local policies and regulations on forestry development; supervising the implementation of these regulations and policies; organizing, directing and inspecting the enforcement of forestry laws.
2. Mapping out a general programme; making plans for the municipal forestry development and putting the plans into practice; directing the work of forestation, closing hillsides to facilitate forestation, voluntary tree planting as well as the landscape engineering; directing the forestation and management of the ecological non-commodity forests and the compensation to those who are concerned; organizing departments to take measures like grass and tree planting to prevent the soil from eroding away and to avoid desertification; assuming the responsibility to cultivate and maintain the scenic forests and commodity forests which include timber forests, economic forests and fuel forests.
3. Directing the management of the forest resource which includes economic forests, mangrove forests etc.; monitoring forests dynamically; conducting close investigation and data collection of the forests; appropriately utilizing the forest resource; setting down quota plans for the amount of timber cut and supervising its implementation; inspecting tree cutting and timber transportation under certified permit; managing the forest resource and its ownership according to law; supervising the utilization of forest resource.
4. Assuming the responsibility to direct and supervise the work in managing, protecting, and utilizing of the wild resources which include the terrestrial wildlife, wild plants in the natural reserve as well as rare wild trees and woody plants outside; revising the protection list of terrestrial wild animals and plants on the basis of research; directing the planning, construction and management of forestry reserve and terrestrial wildlife natural preservation zone as well as forest parks; managing in general the import and export of terrestrial wild animals, plants and their products; directing and coordinating wetland protection; implementing the relevant international convention; conducting macro management on forestry tourism.
5. Assuming the responsibility to guard against forest fire; directing the management of forest fire brigade; building up a contingent of forestry public security personnel and conducting management on their work; directing the prevention and control of plant diseases and elimination of pests; inspecting the work of quarantine; undertaking the daily work of the forestry fire prevention department.
6. Putting forward proposals to develop the forestry economy; laying down regulations and policies on the forestry industry; keeping watch on the forestry assets according to law; directing the development of forestry.
7. Directing the fundamental construction of the forestry sector; managing operating expenses, funds and loans exclusively for forestry; supervising the utilization of forestry funds; directing the work in forestry accounting; performing the duty of road construction in forest preservation zones.
8. Organizing the education and training of personnel in the field of forestry; managing in general the work of propagation; coordinating the cooperation and communication with other departments.
9. Giving direction to the forestry administrations at district and county levels; directing the construction and management of state-owned forestry farms, nursery gardens as well as the primary forestry departments; exercising leadership to the subordinate institutions and departments.
10. Coordinating and directing the forestation of Guangzhou city; undertaking the daily work of the Forestry Committee of Guangzhou Municipality.
11. Settling disputes over the forest ownership.
12. Performing any other duties as assigned by the municipal government and forestry departments at higher levels.
