Chen Jiacheng, spokesman of GuangZhou Municipal Party Committee and deputy director of the General Office of Guangzhou Municipal Party Committee, said in the press conference held on July 14th by Municipal News Office that the Eleventh Plenary Session of the Ninth Guangzhou Municipal Committee of the Party would be held next week. During the Plenary Session, some documents would be deliberated for approval, including “Opinions on comprehensively advancing the reform and innovation of management services in sub-districts and communities”, “Opinions on strengthening and innovating social management services in towns and villages” and so on. After the Plenary Session, the innovative pilot scheme for social management in towns and villages will be launched immediately.

Together with shenzhen and zhuhai, Guangzhou was identified in 2008 as a pilot city for the reform of social management system in Guangdong province. After that, Guangzhou began to explore in the field of social management system. Up to now, it has carried out the integration of agencies and the reform of employment in 14 sub-districts and launched pilot construction projects for a community integrated service center in 20 sub-districts. But the social management innovation of the above-mentioned towns and villages has not yet entered the scope of the pilot scheme.

Zheng Zizhen, professor of Guangdong Academy of Social Sciences, believed that “Opinions on strengthening and innovating social management services in towns and villages” would be the highlight of the Plenary Session. This is also the first time for Guangzhou to take the innovation of social management services in towns and villages into the agenda.
