Main responsibilities of the Intellectual Property Office of GuangZhou Municipality:
1. Implementing the laws, regulations, provisions, guidelines and policies on intellectual property right put forward by the central, provincial and municipal governments; formulating and carrying out local regulations, provisions and policies on intellectual property right.
2. Conducting researches into development strategy for, and key issues on, intellectual property right; and giving instructions on the establishment of intellectual property right protection and innovation system.
3. Coordinating comprehensively the city’s foreign-related affairs concerning intellectual property right; and taking charge of the cooperation and exchanges on intellectual property right with foreign countries, Hong Kong SAR, Macao SAR and Taiwan province.
4. Coordinating and administering the city’s work on intellectual property right; coordinating the major policies in the implementation and enforcement of the laws on intellectual property right; and administering and supervising the capital transformation of intellectual property right and patent.
5. Publicizing and popularizing laws and regulations on intellectual property right; promoting relevant education and training; and standardizing the intermediary service on intellectual property right.
6. Formulating medium and long-term development plan for the city’s patent work as well as the plan for patent information network; and giving instructions on the utilization and service of patent information.
7. Enforcing patent laws, solving disputes on patent in accordance with relevant laws and, investigating and punishing jactitation of patents.
8. Standardizing and administering the patent market; giving instructions to patent service centers and on patent license transaction; giving instructions on the patent work of enterprises and public institutions; administering and supervising the patent development funds and organizing the application of key patent technologies.
9. Administering the city’s patent statistic work; carrying out preliminary review on the establishment of the patent surrogate agency and that of the patent assets appraisal firm.
10. Undertaking other tasks assigned by the municipal government and intellectual property offices at higher levels.
