In Apr 2005, GuangZhou implemented the administrative division adjustment and set up Luogang District based on Guangzhou Development District. Luogang District has jurisdiction over 5 streets and 1 town. The total area is 393.22km2 . It has a population of 370,000.
The area under the jurisdiction of Luogang District, Guangzhou covers 5 streets of Xiagang, East District, Lianhe, Luogang and Yonghe and Jiulong Town. The whole district (Luogang District) has a population of 313,500 including a resident population of 158,000 and a registered migrant population of 155,500.
The district boasts over 100,000 qualified technical personnel with college education or higher including 10,000 masters and doctors, 12 postdoctoral workstations & branches and 25,000 persons with intermediate or senior professional titles. There are more than 1,500 overseas chinese scholars working in the Development District, 700 enterprises founded by the overseas Chinese scholars and 2 persons selected as the Central “Thousand Talents Program” awardees. In Jun 2009, Guangzhou Development District was approved by the Central Talent Work Coordination Group as the overseas high-end talent innovation base. It makes efforts to implement the leading talent program and has selected 15 leading talents.
Historic Celebrities: Luogang District has profound historic traditions, where there were some historic personages and revolutionary forerunners. The three influential historic personages were: Zhong Yuyan, the historic celebrity, Wei Yongzhi, the revolutionary martyr, Kong Kequan, the Anti-Japanese general.
Cultural Activities: Luogang has profound culture. The past cultural relic surveys and cultural relics in archaeological discovery are enough to prove that: there lived people in Luogang District in the Zhou Dynasty. Since the Qing Dynasty, some residents from the Central Plains moved to Guangdong in the past dynasties and brought the Central Plains culture. The traditional folk culture activities include Luogang temple fair, Spring Festival lion dance, dragon dance and phoenix dance.
