Sources from the group discussion of the Ninth Plenary Session of the Tenth Conference of the Provincial Committee of the Communist party of china said that the GuangZhou Municipal Government plans to equip at least one social worker for every 300 households in 2015 for strengthening community management and service.

Zhang Guangning, the General Secretary of the Municipal Committee, has said in the recent years when Guangzhou’s economy and society underwent transformation that Guangzhou’s social construction had lagged behind the economic construction, which had brought many difficult social problems within local communities. In the Eleventh plenary session of the Eleventh Conference of Provincial Committee, it has been agreed they will focus on discussing how to strengthen the management of social services in the community and the city, and how to promote reform and innovation in their work.

Guangzhou Mayor Wan Qingliang said a new breakthrough should be made in deepening the system of community management and service, in improving service levels, in caring and serving migrant workers, in optimizing population structure and reducing population pressure, and in summoning social forces to participate in social management and service. Efforts are therefore now to be made to equip at least one social worker for every 300 households.

Lin Yuanhe, the chairman of the Municipal Political Consultative Conference, said the effort to strengthen and innovate social management and service should start with improving the management and service of community, migrant population and virtual world.
