Main Responsibilities of the Price Control Administration of GuangZhou Municipality:

1. Carrying out the laws, statutes, regulations, guidelines and policies on pricing, which are formulated by the central, provincial and municipal governments; drawing up and enforcing the statutes, regulations, policies and measures on pricing, which are formulated by the municipal government; making and implementing the municipal annual, mid- and long-term plans on pricing reform together with other sectors concerned.

2. Organizing the modulation of the prices within the domain of the city; establishing goals of modulating the annual consumer price indices and putting forward and implementing the corresponding measures to achieve the goals; taking responsibility for inspecting and forecasting the price changes and for early warning of the abnormal changes; taking responsibility for the establishment, operation and management of the price modulation fund; participating in the operation and supervision of the Foodstuff Risk Fund and the storage system; making use of the price lever to boost the economic development.

3. Managing the prices of the commodities, services and intermediary services, which are guided or fixed by the government, according to law; organizing and coordinating the work concerning the administrative operating fees; taking charge of the appraisal of the prices of the articles involved in some cases; supervising the behavior of charging the administrative organizations and public institutions for deposits and mortgages; managing all kinds of membership dues.

4. Implementing the policy of marking the prices clear, standardizing the operators’ pricing behavior and preventing the illegal pricing behavior such as price fixing, dumping at a low price, price fraud and price discrimination; directing the self-discipline of the pricing within an industry and maintaining the price system through fair competition.

5. Supervising and examining the commodity and service prices, the administrative operating fees and the pricing behavior of the operators and intermediary agents; imposing the administrative punishment and taking mandatory measures against the illegal pricing and charging.

6. Carrying out the social supervision over pricing and charging; accepting and disposing of the prosecution of illegal pricing.

7. Guiding and supervising the pricing and charging management of the cities at prefectural and regional levels and the municipal operating department in charge directly under the Price Control Administration of Guangzhou Municipality; coordinating the price relationship among the sectors, industries, enterprises and regions; mediating the price conflicts; accepting the administrative price re-evaluation; guiding the work of the price committee.

8. Performing any other duties as assigned by the municipal government and departments of commodity prices at higher levels.
