Main Responsibilities of the Water Affairs Bureau of GuangZhou Municipality:
1. Implementing guidelines, policies, laws, regulations and codes on water recourses formulated by governments at central, provincial, and municipal levels; formulating and implementing local laws and codes according to the actual conditions of the city.
2. Organizing and implementing water conservancy work for rivers’ regulation and protection, usage of water resources, and the source of city water supply according to the overall plans of national economy and social development; drawing up and implementing long-term and medium-term targets for the construction of water conservancy projects, and participating in drawing up plans for river basins and water resources with municipal and provincial authorities; expounding and proving water conservancy works in the city’s national economy, urbanism, and other key projects concerning water administration.
3. Administering the city’s water resources, namely air water, surface water, and underground water (including mineral water and geothermal water); formulating and implementing long-term and medium-term plans for water supply and demand, as well as water distribution; establishing and implementing license system on water intaking, and levying a payment on water resource users; issuing government bulletin on water resources; directing and monitoring water consumption in plan and water economizing in the city.
4. Drawing up measures in water resources protection according to national laws, regulations and standards on resources protection and environmental protection, and taking charge during their implementing; dividing waters according to their functions and controlling the drain contamination of waters especially drinking water sources; supervising water’s quantity and quality of rivers and reservoirs; examining and deciding sewage capacity of waters and advancing suggestions on drain contamination control.
5. Administering the construction and operation of water conservancy projects of the city; administering and protecting the body of water and water fronts of rivers, lakes, and drainage channels; organizing and administering the construction of the key projects or cross-district (county-level city) projects of water conservancy.
6. Implementing national standards in water conservancy technology and other regulations and codes about water conservancy; participating in drawing up local standards; organizing and coordinating other work in city construction relevant to water conservancy facilities; administering and supervising the bidding and pricing of water conservancy projects in the city.
7. Supervising the quality safety of water conservancy projects especially the important projects, and grading the quality of the city’s water conservancy projects; examining and approving the qualification of enterprises in charge of construction of water conservancy projects.
8. Organizing the city’s scientific research, popularization and application of technology, and technical exchange with the outside world about water conservancy; drawing up plans for the city’s development on science, technology and education on water conservancy.
9. Controlling the finance of the water conservancy system, and advancing suggestions on economic modification for water administration; supervising and inspecting the use of water conservancy funds, and the preservation and appreciation of the state-owned assets in water conservancy system; levying fees of river embankment and other water conservancy projects.
10. Administering and directing work on soil and water conservation and capital constructions of water conservancy in farmland.
11. Organizing and directing the supervision and enforcement of laws on water resources administration; mediating disputes over water resources; reconsidering cases and responding to appeals about water resources.
12. Organizing protection against flood, drought, and wind; draining flooded land; monitoring the resettlement of residents in reservoirs areas.
13. Directing water conservancy work in districts and county-level cities; leading its affiliated units.
14. Undertaking other tasks assigned by the municipal government and water resources departments at higher levels.
