A: Pursuant to Article 7 of GuangZhou Municipal Land Resources and Housing Administrative Bureau Public Service Compliant Handling Measures, a complaint will not be accepted by the authorities in any of the following circumstances:

(1) where anyone has filed administrative litigation with a people’s court, or a ruling or award has been made by a people’s court;

(2) where administrative reconsideration has been applied for and accepted, or administrative reconsideration decision has been given;

(3) where a conclusion has been given by an authority examining citizens’ grievance letters and visits;

(4) where a final resolution has been made in accordance with the Regulations on Handling of Complaints against Public Services Provided by Administrative Authorities of Guangzhou and Their Employees ; or

(5) where the complained conduct is not a conduct of a department, employee, or public organization under direct administration of Guangzhou Municipal Land Resources and Housing Administrative Bureau.
